The PHL Part 150 Update process includes a Study Advisory Committee (SAC). The SAC assists the consultant team and airport management in evaluating and recommending noise mitigation alternatives by providing feedback and suggestions based on local experience and known concerns of the SAC member’s constituents.
The SAC is comprised of approximately 25 members, representing a broad range of interests such as aircraft traffic patterns, air traffic control procedures, airport operations, quality of life issues, concerns over noise sensitive environs, and land use planning issues.
SAC Members are grouped into the following broad categories:
- Community Stakeholders/Representatives
- FAA Representatives
- Regional and Local Planning Agencies
- Aviation Industry Stakeholders
- Environmental Resources
The goals of the SAC are to review and evaluate alternative measures for reducing the impact of aircraft noise at PHL. The SAC’s experienced points of view, concerns and advice will enable the project team to tailor noise abatement, land use, and program management alternatives to the various needs and challenges of the communities and environs affected by aircraft noise.
SAC members participate in the development of proposed actions and measures. Critical review from the SAC for accuracy, completeness of detail, and clarity of thought will help to ensure the recommendation of appropriate, reasonable, balanced and sufficient noise mitigation alternatives. The meeting process is designed to encourage the open exchange of creative ideas to achieve results.
The final decision on which measures to include in the Noise Compatibility Program rests solely with the Philadelphia Division of Aviation (DOA).
It is anticipated that the SAC will convene six times over the course of the study.
